The main usage for an elephant howdah is for decorating the garment with a throne for the elephant's rider. An elephant howdah can only be placed on the elephant when an elephant harness and elephant garment have been put on first. To place an elephant howdah on an Asian elephant, right-click the howdah on it.
The howdah can be removed by using shears. Asian elephants will also drop the howdah upon death, if the elephant is placed in a pet amulet, or when a scroll of freedom is used on it.
